Prospective Subscriber Information
The Harris County District Clerk's Subscriber Access Program facilitates public
access to the District Clerk's criminal and civil records via the Internet. Subscribers
using this service can get the same information at a remote location as they can
get from the public computer terminals in the courthouse.
Criminal Program Records
Subscribers to the criminal program can perform name inquiries, case (cause) inquires
(including case (cause) disposition and case (cause) status) and bonding inquiries.
This service is popular with bonding companies and organizations that do a lot of
criminal background checks. (Does not include Class C offenses, only Class B Misdemeanor
offenses through Capital offenses).

Civil Program Records
Subscribers to the Civil Program can find information on associated parties, case
(cause) activity, attorneys, documents filed, setting history, service, orders,
post judgment status and new cases (causes) filed. This service is popular with
attorneys and legal departments tracking the status of pending cases (causes).

Fees
Monthly fees:
- $10.00 base fee per contract
- 69 cents per CPU second ($38.80 per CPU minute)*
* CPU (Central Processing Unit) time is the amount of time it takes the county
computer to process your inquiry. An average inquiry takes a fraction of a second
to complete. You will only be charged for the time that you use.
An initial deposit of $150.00 per contract ($300.00 for both criminal and civil
contracts) is required. The deposit may be increased depending on your monthly usage,
and is refundable less any outstanding balance at the time your account is terminated.
One person from your company will be trained for free, however each additional person
attending training is charged $40.00 per class, and $10.00 for a logon code. For
example, if you send two people to Civil and Criminal classes, you must submit $90.00
for training costs in addition to your $300.00 deposit.
Training
Harris County requires everyone who uses the Justice Information Management System
(JIMS) computer to attend training. The JIMS Department holds one civil and one
criminal class per month. Each person from your organization who will access court
records must attend training to be assigned a logon code. Logon codes may not be
shared within an organization. Once your contract has been processed, a JIMS trainer
will contact you to confirm the place, date, and time of class.
Getting Started
To start your subscription, return a completed Criminal Records Access and/or Civil
Records Access contract along with the appropriate deposit amount and training fees.

77006 or delivered in person to 201 Caroline, Room 230, but may not be faxed.
