Theresa Chang was appointed Harris County District Clerk by the State District Judges on Sept. 11, 2007. She was elected unanimously by the 59 district judges. At the time,
Chang served as an Assistant County Attorney and Chief of the Compliance Division of the Harris County Attorney’s Office. She was a chemical engineer for 15 years before
joining the County Attorney’s Office.
In May 2007, Gov. Rick Perry appointed Chang to the Prepaid Higher Education Tuition Board. The board allows individuals to prepay future college tuition
and required fees at Texas public and private colleges and universities.
Chang served on the University of Houston System Board of Regents from September 1997 through September 2004 and was a member of the Harris County Children’s
Protective Services Board of Directors and its treasurer.
She is a board member of the State Bar of Texas, serving a term that expires in 2010. She is a member of the Houston Bar Association, board member of the Asian American
Bar Association of Houston and past president of the Association of Chinese American Professionals. She also serves on the Board of Trustees of Houston Grand Opera, the Board
of Texas Executive Women, and the Association Board of the Greater Houston YMCA.
She earned a bachelor’s degree from National Taiwan University, a master’s degree from Texas A&M University, Kingsville, both in chemical engineering, and a law degree
from South Texas College of Law.
She is married to Dr. Peter Chang of Houston and lives in Piney Point Village.
