Proposed Rules for Electronic Access
The judiciary has long recognized that case file documents, unless sealed or otherwise restricted by statute or court rule,
are available at the courthouse for public inspection and copying. Those access rights have traditionally been subjected to
the practical obscurity of finding documents and information maintained among the voluminous paper files in
courthouses located throughout the country. With the emerging use of electronic filing and imaging technology, however, court
documents can now be easily accessed, duplicated and disseminated from locations outside the courthouse.
